Every electric heater is equally efficient at turning electricity into heat, so the choice is not about efficiency at all, it is about where the heat goes and how long it stays there. Convection and fan heaters warm the air, so they heat a room quickly and lose it just as quickly when switched off, which suits a room used in short bursts.
